Urban Governance and Metropolitan Planning is a comprehensive professional training program designed to strengthen the capacity of governments, metropolitan authorities, county governments, municipalities, urban planners, ministries of lands and housing, transport agencies, infrastructure authorities, development partners, and city managers in developing sustainable, inclusive, resilient, and smart urban areas. The course integrates urban governance, metropolitan planning, sustainable urban development, smart cities, urban policy, city planning, metropolitan governance, land use planning, spatial planning, integrated urban management, urban infrastructure, transport planning, housing policy, municipal finance, urban resilience, climate-smart cities, GIS for urban planning, public-private partnerships (PPPs), environmental planning, urban mobility, urban economics, digital governance, citizen engagement, and sustainable development to strengthen institutional capacity, improve urban service delivery, and support inclusive economic growth. Participants will gain practical skills in urban policy formulation, metropolitan planning, governance reforms, infrastructure investment, and strategic urban management aligned with international best practices and the Sustainable Development Goals (SDGs).

Rapid urbanization, population growth, informal settlements, climate change, inadequate infrastructure, congestion, environmental degradation, and increasing demand for public services require governments to modernize urban governance systems and metropolitan planning frameworks. Effective urban governance promotes integrated spatial planning, efficient land administration, sustainable transport systems, resilient infrastructure, affordable housing, environmental protection, digital governance, and inclusive citizen participation. This course equips participants with internationally recognized planning methodologies, governance frameworks, policy tools, and implementation strategies that improve urban competitiveness, strengthen institutional coordination, enhance municipal performance, and promote sustainable metropolitan development.

Participants will develop practical expertise in metropolitan governance models, urban policy development, land administration, GIS and spatial analysis, smart city technologies, urban mobility planning, municipal finance, infrastructure investment planning, affordable housing strategies, climate adaptation, disaster risk reduction, environmental sustainability, stakeholder engagement, urban performance management, monitoring and evaluation, public-private partnerships, digital transformation, urban economic development, and institutional reform. The course combines international best practices with practical planning workshops, GIS demonstrations, urban simulations, policy laboratories, infrastructure planning exercises, governance assessments, and metropolitan development projects that strengthen institutional performance and urban resilience.

Through metropolitan planning simulations, urban governance assessments, smart city demonstrations, land use planning workshops, transport planning exercises, municipal finance case analyses, GIS mapping sessions, resilience planning projects, stakeholder engagement forums, infrastructure investment planning, and comprehensive international case studies, participants will strengthen their ability to develop integrated urban policies, improve metropolitan governance, modernize city administration, enhance public service delivery, strengthen urban resilience, and promote sustainable economic development. Upon successful completion, participants will possess advanced governance, planning, financial, analytical, technological, environmental, leadership, and policy competencies required to successfully lead urban governance and metropolitan planning initiatives.
